The pesticide debate has been going on for years, and this initiative harkens back to 2002 when the Council decided not to have a bylaw, but to have voluntary reduction targets and a pesticide education campaign. see: http://ottawa.ca/cgi-bin/docs.pl?Elist=2215&lang=en
