The proposed Free-Trade Area for the Americas (FTAA) will have
an impact on every sector of activity in each of the 34
participating countries, representing 800 million people in
total.
In order to foster a public debate in Quebec on this important
issue, the National Assembly is conducting a general consultation.
FOR THE FIRST TIME EVER, we invite you, individual citizens and
organizations, to share your views online.
Do you have an idea, an opinion or a question? Share it with the
Members on the Committee on Institutions of the National
Assembly, no later than September 8, 2000.

My notes:
1. You will notice the absence of an alternative means of
participation for people who do not have Web access.
2. A quick visit to the site with a text-based browser shows:
- you need a Javascript capable browser to get the
questionnaire, even though the document itself is
plain HTML
- the study paper (which one should probably read) is available
without Javascript but is in French only, as is the
downloadable PDF version (which presupposes your equipment
can handle the latest Acrobat Reader
- most of the sources cited by the study paper are also in
French only (some English, no Spanish)
- they do provide links to various useful sites where more
information can be found.
For the benefit of those who do not have unlimited Web access, I am
including below both the main English page (which includes the
non-Web contact information) and the list of URLs.
Although the process is obviously not binding on the National
Assembly and the Committee will decide which submissions it wants
to hear, I would encourage anyone in Quebec to participate in
this consultation -- preferably including an encouragement to the
government to make sure any future consultations are:
a) advertised sooner (the Web page is dated July 4, 2000)
b) made more accessible to ALL members of the public
along with your opinions on the FTAA.

Consultation on the Free-Trade Area for the Americas (FTAA)
The Committee on Institutions is conducting a general consultation on the
proposed Free-Trade Area for the Americas (FTAA). The Committee deems it
necessary that parliamentarians examine the economic and social impacts of
such a zone and, in particular, its impacts on their ability to defend the
interests of those who elected them as well as on the institutions of
Québec. The Committee has undertaken this examination on its own
initiative.

The Committee on Institutions
The Committee on Institutions is one of the ten standing parliamentary
committees of the National Assembly. Composed of twelve Members, it has
competence for the following sectors: justice, public security, the
Constitution, the executive council, and intergovernmental and
international affairs.

The Online Consultation
As a pilot project intended to promote the democratic use of information
and communications technology the Committee on Institutions is offering the
population of Québec for the first time in Québec parliamentary history,
and in conjunction with the usual procedure for submitting briefs, the
chance to take part in the parliamentary process online. This pilot project
will allow citizens to make their views on the subject of the Free-Trade
Area for the Americas known to the members of the Committee electronically
by using the questionnaire designed for this purpose.
In furtherance of this consultation the Committee has produced a study
paper entitled: Le Québec et la ZLEA : Effets politiques et
socio-économiques (Québec and the Free-Trade Area for the Americas:
political and socioeconomic consequences). This document is also available
in PDF format (to download and read a PDF document you will need to use
Acrobat Reader, available free of charge in the website of the Adobe
company).

The Consultation Process
The Committee on Institutions formally resolved in December 1999 to
undertake a study of the impacts of the proposed Free-Trade Area for the
Americas (FTAA). On Wednesday, June 21, 2000, it launched a general
consultation and published its study paper.
To take part in this general consultation you must submit a brief to the
Committee on Institutions. Every brief must be accompanied by a concise
summary of its contents, and both documents must be submitted in 25 copies
printed on letter-size paper. Those who wish to have their brief forwarded
to the press gallery must provide an additional 25 copies. Briefs must be
received by the committees secretariat no later than September 8, 2000
To take part in the online consultation you will need to fill out an
electronic questionnaire that reproduces the questions posed in the study
paper Le Québec et la Zone de libre-échange des Amériques : Effets
politiques et socio-économiques. Your views must reach us by September 8,
2000, at the latest. These submissions will be read, analyzed, and taken
into consideration by the Committee.
The Committee will thereafter select the individuals and organizations it
wishes to hear from among those who have submitted a brief or filled out an
electronic questionnaire. Please note that participation in the public
hearings is voluntary. These hearings will begin next September 26. The
Committee will subsequently table before the Assembly a report containing
its conclusions, observations, and recommendations.
