Certification can end up locking low-income people 
out of the job/contract market, because of the fees charged for it.
I hope it is run on a cost-recovery basis, and that there
are multiple open-membership certifying bodies.

It has also guaranteed nothing in the past except that someone 
can pass an exam...  unless the "tests" are indicators of what
a certificant can actually _do_, not what they have memorized.
