Their strategy for doing so is also not new: cf. the Catholic Church, medicine or any other guilded profession, infant formula adverts, the professionalization of government. You "convince" the law and standards bodies that there is a "better" way which happens to involve some proprietary products or services that can only be provided by yourself.
