Most of the participants in the flora.admin.* groups are active
volunteers at FLORA. Having their messages wait to be approved by a
moderator doesn't seem necessary.
The issue becomes what to do with the off-topic messages. Do we send
them a reply back indicating where they went wrong, or just toss the
article?
I should really write something to send letters back to people about
list moderation stuff. I have a PERL script that does the 'approve'
command - I should modify it to make one that does the 'reject' as well.
