I like SAMS Teach Yourself HTML 4 in 24 hours. It takes into account standards and suggests tips so that you are compatible (without being specific to them) with IE and Netscape. However, a good part of it might be too basic, although there is a section on CCS. The last chapter is pretty interesting. It talks about how you can make your web pages more ready for future technologies, although that future might be now (it was printed in 1999). This includes a section on how to be XML compatible. http://www.anybrowser.org is the other web site i would recommend.
