how to upload text to a MySQL table at Flora?

Hello,

I'm trying to upload some data to a MySQL table,
and am getting nowhere! I know I succeeded once 
before (half a year ago, after multiple attempts), 
and I can't remember what I did differently.

I'm trying to do the upload using phpMyAdmin's 
"Insert data from a textfile into table" form, 
with the following parameters (which I believe
are the same I used last time, according to my notes):

October 9, 2002, using phpMyAdmin:

Location of the textfile: C:\PETER\Temp\Upload.txt
Replace table data: (no, checkbox not checked)
Fields terminated by: |
Fields enclosed by: (nothing)
Fields escaped by: (nothing)
Lines terminated by: ~eor~
Column names: Publish, DateEntered, EntryMode, DateUpload, 
EID, EIDW, Source, SubmitName, SubmitEmail, SubmitPhone,

succeeding with the same command (or perhaps
a simlar command elsewhere within the 
PhpMyAdmin interface):
