A mail connection is opened, and it eventually just times out. Since there are large numbers of these connections left open, a huge number of resources were being tied up on the main mail.flora.ca server. I have had to firewall off connections to port 25 (SMTP) from that network to mail.flora.ca temporarily as they clear out the problem.
